First one 

is talking about 

the soul at birth

the second one 

is talking about 

a spiritual rebirth

taking place.

And 

John 3:6

That 

which is born 

of the flesh is flesh; 

and that 

which is born 

of the Spirit is spirit.

Sure does echo:

1st Enoch 15:10

The spirits of heaven, 

in heaven 

is their dwelling;

 but the spirits 

begotten on the earth, 

 on the earth 

is their dwelling.
