"Does this have to be done publicly?"
Answer: God makes the rules. He has undertaken our salvation completely; therefore he has the right to say how we are to recieve it.
“Whoever acknowledges me before others, I will also acknowledge before my Father in heaven. But whoever disowns me before others, I will disown before my Father in heaven." (Matthew 10:32-33)
"For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved."(Romans 10:10)
Like true marriage-a miracle of trust happens in the heart first; then an open acknowldgeent, through proper ordinances, is made to the public.
"If anyone is ashamed of me and my words in this adulterous and sinful generation, the Son of Man will be ashamed of them when he comes in his Father’s glory with the holy angels.” (Mark 8:38)
“I tell you, whoever publicly acknowledges me before others, the Son of Man will also acknowledge before the angels of God. But whoever disowns me before others will be disowned before the angels of God. (Luke 12:8-9).
"Yet at the same time many even among the leaders believed in him. But because of the Pharisees they would not openly acknowledge their faith for fear they would be put out of the synagogue; for they loved human praise more than praise from God." (John 12:42-43)
