While it is unclear if Russia and China already have nuclear-armed hypersonic weapons, such a development is seen as inevitable."

Thats why it matters.

NORAD was designed with the thinking the 

BALLASTIC nuclear missiles 

would come over the north pole and not:

"The southern route"

So almost everything is pointed toward the north.
