I would have been all over it.

it was going to be located.

it was portrayed as:

and to a lesser extent to China,
which one would think on the surface
is a good thing
but as is so often the case
its not what is said,

that matters the most.
While pointing out who all gets
stymied to some extent in the region

who it benefits the most:
