My contention has been it is because he knows he now has the upper hand.

We didn't take his security demands seriously and now Ukraine is paying the price. I'd take his warning about intervening a lot more seriously than we did his security demands. There are no easy answers here. We can't let him get away with what he is doing, yet if we respond to forcefully/intervening etc.?
