It's why he is doing what he is doing, he wouldn't be doing so if he didn't know he has the upper hand. One of their largest military airfields, just 122 miles outside of Moscow, gets hit, there are nuclear capable bombers there and the guy goes to the mic smiling talking about first strike capacity. Think about it for a second.)
