They will still be able to receive orders but they will have to launch Buoys, with antennas (Thereby making themselves vulnerable) and not even knowing if there are any orders being broadcast etc...
It makes the whole thing (Receiving orders via regular radio waves) much more chaotic and the subs much more vulnerable, which was my whole point to start with...
And forget Guam missel defenses.
Guam wont be there when you need it, let alone any missel defense system which wont work against Chinas DF-17.
